Methodology

Each street-level incident published by South Wales Police is weighted by severity — violence counts for more than shoplifting. For every ward we sum weighted incidents within 1 km of its centre, and normalise against Cardiff's own rates onto a 0–100 index, higher = safer. Boundaries are the Cardiff council wards from the ONS ward set. The scale is calibrated to Cardiff and cannot be read against another city's number — a Cardiff 55 and a London 55 both mean “typical for this city”, not the same amount of crime. data.police.uk publishes one calendar month at a time, so these pages describe a single month rather than a year. Cardiff is the thinnest city published here — a typical ward sees about 126 incidents a month against inner London's 476 — so these figures move more from month to month than any other city's, and a small difference between two neighbouring wards is not meaningful. Where a ward is mostly farmland rather than town its page says so, because an empty circle reads as a quiet street when it is really no street at all. Time-of-day charts use the category mix, as data.police.uk does not publish incident times. Pages regenerate as new data is published.

The index compares areas within Cardiff. It is not comparable between cities: each police force publishes a different set of offences over a different period — Cardiff's figures cannot be read against another city's on the same 0–100 scale.
