    Methodology

    Each incident reported to the LAPD (via LA Open Data) is weighted by severity — violence counts for more than shoplifting. For every neighborhood we sum weighted incidents within 1 km of its center, and normalize against citywide crime rates onto a 0–100 index, higher = safer. Boundaries are the City of LA's 99 Neighborhood Councils; neighboring cities with their own police (Santa Monica, Beverly Hills, Culver City and others) are outside LAPD's data and are not scored. Where a council spans large parkland, the map centers on its populated core rather than its geometric middle. Time-of-day charts use LAPD incident timestamps, severity-weighted. Locations are published to the nearest hundred block for privacy. Pages regenerate as new data is published.

    The index compares areas within Los Angeles. It is not comparable between cities: each police force publishes a different set of offences over a different period — Los Angeles's figures cannot be read against another city's on the same 0–100 scale.
