Each incident reported to the Vancouver Police Department (via the VPD GeoDASH open data service) is weighted by severity — violence counts for more than shoplifting. For every local area we sum weighted incidents within 1 km of its centre, and normalize against citywide crime rates onto a 0–100 index, higher = safer. Boundaries are the City of Vancouver's 22 official local areas — the coarsest set on this site, so each page covers a genuinely distinct part of the city rather than a block or two. VPD anonymises incident locations to the nearest block, so maps show the reported block, not an exact address. Time-of-day charts use VPD incident timestamps, severity-weighted. Pages regenerate as new data is published.
The index compares areas within Vancouver. It is not comparable between cities: each police force publishes a different set of offences over a different period — Vancouver's figures cannot be read against another city's on the same 0–100 scale.
